Because the entire character revolves around Rouge the Bat. Topaz is her field partner, tasked with teaming up with the bat agent-thief. One point not to reverse: the thief is Rouge; Topaz, on the other hand, is the upright and serious agent who disapproves of her thefts.

Their relationship is canonically a friendship — the two are "best friends," not romantic partners. Rouge even nicknames Topaz "Girlfriend" and constantly teases her about her age and weight, a running gag that exasperates the rigid agent every time.

Their story is one of the emotional cores of season 2. It all begins in distrust: Topaz handcuffs Rouge with a booby-trapped bomb bracelet and deems her unreliable.
