The 1996 Japanese animated film pits Sonic against a robotic double named Hyper Metal Sonic. This is not the Metal Sonic of the games, born in Sonic CD, but a version specific to the OVA. Robotnik takes the President of Planet Freedom hostage to lure the hedgehog into a machine that scans his body, his mind, his memory and his personality. The copy inherits the original's emotions, beats him twice thanks to its superior endurance, then turns against its creator. Tails corrupts its programming; Metal refuses Sonic's outstretched hand and lets himself be swallowed by the lava.
A double of Sonic so perfect that he ended up having his heart. Hyper Metal Sonic is the antagonist of the 1996 Sonic OVA — and one of the very first Metal Sonics to feel real emotions, right up to a sacrifice that became legendary. Careful: this is not the Metal Sonic of the games.

Who is Hyper Metal Sonic?
Hyper Metal Sonic is Sonic's robotic double in the Sonic OVA, the 1996 Japanese animated film “Sonic the Hedgehog: The Movie”. In the film he is simply called “Metal”; “Hyper Metal Sonic” is his full designation. He is not the only mechanical double in the Sonic universe, incidentally: Knuckles has one of his own too, Metal Knuckles.
One essential clarification: this is not the Metal Sonic of the video games. The official Metal Sonic first appears in Sonic CD in 1993, three years before the OVA, and lives in a completely separate continuity. The film's Hyper Metal Sonic is a version apart, specific to that work.

The whole film is a trap set by Dr. Robotnik. By taking the President of Planet Freedom and his daughter hostage, he lures Sonic into a machine that scans him completely: his body, his mind, his memory, his personality and his abilities. This “life data” is what completes Hyper Metal Sonic.
The result is therefore not just a fast chassis: it is a near-perfect copy that thinks and feels. A word about a common shortcut: people sometimes speak of a clone of Sonic's “DNA”, but that is misleading. Hyper Metal Sonic is a scanned robot, not a biological clone.

This is the film's big idea. Cold at first, domineering and convinced he is the one and only Sonic, Metal nevertheless inherits, along with Sonic's personality, his conscience and his genuine emotions. The film asks the question explicitly: does this machine have a real heart? And it answers yes.
Metal even shares a two-way mental link with Sonic: he knows everything Sonic knows — right down to his favorite clothes — and each one anticipates the other's moves. That link, and that borrowed heart, will end up turning him away from his mission.
Stronger than the original
In combat, Hyper Metal Sonic copies every one of Sonic's abilities — speed, flight thanks to a back-mounted thruster, agility — with one decisive advantage: superior endurance. That is what allows him to dominate Sonic and beat him in both of their direct confrontations. Without Tails stepping in, Sonic would not have survived.
He also generates an energy shield powerful enough to shatter surfaces and dig tunnels without slowing down. His weak point is not martial but technical and inner: during the final duel, Tails corrupts his programming, and Sonic's heart does the rest.

“There is only one Sonic”
The ending is the most famous scene in the whole OVA. His programming overwhelmed by Sonic's memories, Metal gains his free will and turns against Robotnik. The ultimate proof that he has emotions: he saves from an explosion the craft carrying the President and the old owl (note that he does not save Sara, still held hostage elsewhere).
Then, above the magma released by the melting ice, Metal falls. Sonic holds out his hand; Metal refuses it, murmurs “There is only one Sonic…” and lets himself be swallowed by the lava. From antagonist he becomes a tragic hero through one final act of free will.
